Is it the same configuration for both blocks?
# Limit per user for PHP scripts
# Limit per email account for SMTP auhenticated users
Installed suggested @kpv fixes for both SMTP and PHP sections and got unworked Exim. It’s possible that I’ve set something up wrong. Went back to default settings.
