I see no errors in logs but cant send or recive emails:

I cant seem to get emails when I send out and I cant seem to receive any either
DKIM and SPF are setup so idk
a lot of provider block port 25. since you said both send and receive arent working makes me wonder.
just glanced at this they dont seem to differentiate which tests are run on the server and which ones need to run external. it is the external ones i was wanting to point out.
this has to be run from a server that DOESNT have port 25 blocked. This is not run on your hestia server
telnet hestia_server 25
it should spit back something along these lines

dont do it to many times or you may get banned from your server 
If your port 25 is blocked it will not spit back anything.
That was one issue I guess but my provider unblocked, I restarted and I still cant send/receive I did a full VPS restock any idea the issue?
check /var/log/exim/mainlog (or exim4).

You should be able to understand the log on your own if you want to run a server with hestia on top. What I see is a lot of connection timeout, leads to that the port is still blocked.
