After updating from version 1.8.2 to 1.9.2, regular users are unable to download log files

After updating from version 1.8.2 to 1.9.2, regular users are unable to download log files (access and error logs). When attempting to download, an empty file is generated. However, the functionality works as expected for admin, with no issues observed.
