Change password complexity

I need to change change password complexity rules when creating an email or maybe other password needed field. Any hints ?

Note: When creating an email account, it not forcing password complexity rules. But when changing account. Even empty passfield was not a problem…

Currently, the password complexity rules are hardcoded - you could change them, but they would be set back during upgrade.

Can I edit hardcoded place to edit the rules, you remember location of file?
