Does it support use in Hestia? Or outside Hestia?

It is not a cluster server management tool but a monitoring tool.

It needs an clean install…

Is its function limited to monitoring? Not helpful for managing multiple servers?

No. Cockpit comes installed on Fedora, and requires a clean server OS. Hestia likewise requires clean server OS.
However, you can try a install HCP over cockpit (at your own risk for trial and error).

You can try any other OS to install cockpit from the above URL.

Cockpit can also install on Ubuntu with out issues

But still installs their own webserver and so on…

Yes. I remember, as I tried, cockpit, ipconfig and various others before settling completely to HCP. Even virtualmin and usermin, but they are so much overhead compared to hardly any issues on HCP. + HCP has this better judgement, understanding and knowledge. The help is tremendous, and very live.
I had various issues on vmin & umin. ISPC was something else, but I found HCP very simple and useful.
