Domain belongs to another user

I am very interested in starting a small hosting company but noticed one problem. It is that if a user adds a domain to the zone, you can’t add subdomains to that. But the thing is that a user can pretty much add any domain (that isn’t added by anyone else). Is there anyway to get around this besides creating a domain zone for that domain on your account?

You can disable the setting in:
https://docs.hestiacp.com/admin_docs/settings.html#what-does-the-policy-enforce-subdomain-ownership-mean

But this option is for this reason preventing users to addd domain / subdomains that the don’t own…

For example: You own hosting-company.com
Users can add webmail.hosting-company.com and try to steal login credentials.

Currently at the moment it is not possible to prevent this issue except adding the domain your self.
