Email not received

When I send email from RoundCube then it is not receiving email. and my VPS provider blocks 25 port so is there any way else?

If port 25 blocked then you can use smtp relay service, there are many smtp relay service provider free and paid both choose which one is suitable.

Or you ask your vps provider to open port 25 if possible.

Before that I recommend to check that your port 25 really blocked or not by using telnet command

telnet ASPMX.L.GOOGLE.COM 25

Azure does not allow port 25. If we want it, we have to purchase a paid support plan. And is there any way to use without 25 port?

no, mail needs to work on port 25.

As far as I know, Azure only blocks outbound on port 25 but not inbound on port 25, if that is the case, using an smtp relay as buddies told to you, could solve the issue as these smtp relays allow to connect to them over other ports. A couple of smtp relays that have a free tier (with limits to send x mails per day/month) are https://www.smtp2go.com/ and https://www.brevo.com (there are a few ones out there).
