I suppose it will be because Oracle Cloud blocks outbound connections to port 25, you can try it with this command:
apt install telnet -y
telnet gmail-smtp-in.l.google.com 25
If you see a connection timeout then Oracle is blocking port 25 and you have 2 options:
1.- Request to Oracle Cloud support to open outbound connection to port 25,465 and 587 but maybe they won’t do it, I don’t use it so don’t know their policies.
2.- Use an smtp relay, there a few out there and also some free like smtp2go or brevo but with limitations regarding the mails you can send per hour/day/month.
About not receiving mails, try to send a mail from an external account like gmail, outlook, etc. so you could see the error message. Maybe it is because your server is using a dns public resolver and exim is blocking all of them because it thinks they are included in spamhaus block list.

I do happen to have a mailgun account , in cpanel we could edit the exim config to use the mailgun smtp for all outgoing mails, will that be possible to do here ?
And I wasn’t able to get any error when sending email via gsuite to this domain to check inbound emails.
Yes, Server settings -> Configure -> Mail Server → enable Global SMTP Relay
and fill all the fields. Remember that you should use a port not blocked by Oracle.
Regarding receiving mails, check Exim’s log /var/log/exim4/mainlog

By the look of it the spamhaus anti spam is doing more harm than benefit , is it possible to disable it?

I did disable spam filter but still inbound emails aren’t being received , outbound is now working with mailgun.
Ok, yes, spamhaus is rejecting it because you are using a public DNS resolver like 1.1.1.1, 9.9.9.9 or whatever uses Oracle Cloud by default. The best approach should be to use another public dns resolver that si not being blocked by spamhaus like 76.76.2.0 but if you want to disable it:
1.- Edit file /etc/exim4/dnsbl.conf and remove zen.spamhaus.org
2.- Restart exim: systemctl restart exim4

does this one has to have a user and a passwd? if yes any user can do? or has to be the admin?
You must be user root to edit the file and restart exim4.

i can not figure this out i also get the 550 Hello Error in which i tried this solution Can not Send email - 550 Access denied - Invalid HELO name - Vesta Control Panel - Forum but didn’t work possible reason my miss-configuration i can receive but not send i am so noob. HELP IS NEEDED
