Htaccess rewrite problem - maybe?

Hi:

I run WordPress and one of the plugins (CompressX) I use no longer works as it should, and I can’t work out why. It basically converts my images to avifs and rewrites the URLs to display them instead of the original format. While it worked initially, it no longer delivers up the avifs instead of the original image. The plugin has a sys info page to help problem solve, and it’s saying that htaccess rewrite doesn’t work (see attached image):

The problem is that AFAIK all my other rewrites work fine, so I’m not certain why this one doesn’t.

Could it be that the plugin specific .htaccess file is in the /wp-content/ folder instead of /public_html/? Do I need to make changes to my apache config to direct it? I have tried this, but there was no change in the image delivery.

Could it be a permissions issue?

Is it a proxy issue?
