The problem is that your server can’t resolve keyserver.ubuntu.com or resolving it, the server can’t connect:

dig keyserver.ubuntu.com  +noall +ans
traceroute keyserver.ubuntu.com

If the dig command doesn’t output the ips, add this to your /etc/hosts file:

185.125.188.26 keyserver.ubuntu.com

And try again:

LANG=C gpg --no-default-keyring --keyring /usr/share/keyrings/hestia-keyring.gpg --keyserver hkp://keyserver.ubuntu.com:80 --recv-keys A189E93654F0B0E5

Added to the hosts file

I rebooted the server, that’s how it comes out

Install dig and traceroute:

apt install bind9-dnsutils traceroute

But seems you can’t reach Ubuntu’s keyserver from that machine, maybe a firewall…
