Yesterday I backup/transfer/restore all my accounts from old server to new one. Now in new server, in root directory there are 62 empty files with strange names!
What are they? Are they related to restore process or Am I hacked 
? Can I delete them safely?

Looks like the output of a command was redirected to the wrong place.
I don’t know the root cause but I would check the commands you ran yesterday at 03:36. I doubt you were hacked.
