Request a limit exemption to Oracle so they don’t block outbound connections to port 25.
Option 2
Use an smtp relay like smtp2go, brevo, etc… (they will allow to use their mail servers using non blocked ports like 465, 587, 2525, etc.) most of them have a free plan (with limits about number of domains you can use, mails per day, per month, etc.).
If you want to use this option, you should configure Hestia to use an smtp relay, configure your dns records using the details provided by the stmp relay service and as you are using Oracle Cloud, you should made this change to exim conf.
