Master and DNS servers

Hello Everybody I want to see if I understand this correctly before I begin:

#1: Master Server
#2: Server A in US
#3: Server B in UK
#4: Server C in NL

I have ns1 and ns2 both resolving to Server #1

Will all of my users, regardless of which server they are on be able to use ns1 and ns2 and login to the control panel from server #1

In case Master Server will be offline DNS for all the domains will not work

Idealy:
NS1 On server
NS2 On 2nd server

Both don’t require any “system resources” a simple 1 core VPS is more then enough…

And for each server connect to both ns1 an ns2…
