Then at least provide this information. This is the same as my car is broken can you fix it…

Port 3306 open in firewall
And bind-address to public in /etc/my/my.cnf

bind adres is 0.0.0.0.0

Did you open port 3306 in the firewall?

fount disable bind adres is 0.0.0.0.0 in mariadb.cnf with #
