Fresh install, Ubuntu 22.04 LTS 64bit
Restored via Vesta backup.
Showed up only index.html , I deleted it and index.php not showed up - No input file specified.
Typo3 4.5.40

Не открывается сайт по index.php, index.html открывался.

Seems solved myself.
php_admin_value open_basedir must be fixed
