Phpmyadmin not readable

Hello sir I just setup wordpress site from quick install app form Hestia panel.
Before going to wordpress I just try to access phpmyadmin from database menu. But it says:

Existing configuration file (/etc/phpmyadmin/config.inc.php) is not readable

Please help to solve this.

I create it in newly fresh server and nothing previous site or database doesn’t exist in it.
Actually I want to increase execution time and file upload size limit in php. But when I try to access this error pop up.

chown -R root:www-data /etc/phpmyadmin/
chown -R hestiamail:www-data /usr/share/phpmyadmin/tmp/

Thank you @sahsanu sir for solve my problem.
It’s work fine now I can able to access phpmyadmin.
