When I get the error
Error: DNS record for webmail.domain.com doesn't exist
while trying to set SSL on email, does that mean that let’s encrypt could not complete the dns lookup, or that Hestia doesn’t have a record of this local to the server?

it’s a local error and means that nslookup can’t resolve the hostname (webmail.domain.com)
Perfect - was able to troubleshoot and resolve thanks to this. Thanks!
(for posterity, I updated my system to point to 1.1.1.1 and 1.0.0.1 for name servers instead of my vps host)
